Win 8 - 64 на этом же дисплее но с другой материнкой было все отлично.
может кто знает как побороть?

It was the tip keyboard. I found it was a driver that I installed from smarttech.com for my smart board.. once I removed that it went back to normal.
So far so good after I uninstalled the Smarttech drivers.
