Ksarvin, попробуйте в командной строке (cmd.exe) от имени Администратора (http://www.oszone.net/4331#5) выполнить:

Упс, ошибочка. Надо переустановит SP3.Сначала удалите его https://support.microsoft.com/ru-ru/kb/950249, а потом установите вновь через Центр обновления.
Но установка с обновлением, без потери данных есть и в ХР. Не пойму, что вам не даёт это сделать. Вставьте дистрибутив в привод, откройте его, запустите файл setup.exe и выберите установка и следом обновление. »

Переустановил OS Windows - опять не помогло...(!)

Помог другой способ... Напишу отдельно подробную инструкцию "как я установил .NET Framework 4" (может быть кому-нибудь пригодится
(хотя многие вопросы остались открытыми (отображение РУССКИХ БУКВ, файл sfc.exe где достать такой, чтобы работал в ОС ?(чтобы восстанавливал, а не отвергал)))

brunomann, Не недо писать инструкций. Всё горазно проще - выкиньте свой дистрибутив. явно говносборку с простороов интернета. Купите или скачайте оригинальный MSDN - образ ОС, не пользуйтесь сторонними очистителями и будет вам счастье.

"Установка .NET Framework 4 на Windows XP SP3"
таким же способом можно установить .NET Framework 4 на Windows Fundamentals for Legacy PCs (Windows FLP (SP3)) и Windows Embedded for Point of Service (WEPOS) (в моем случае 32bit версия (x86))
Этот способ подходит и для установки .NET Framework 3.5 SP1.
1. заходим в Start (Пуск) -> Run (Выполнить),
2. вызываем командую строку - вводим: cmd (*после каждого ввода команды нажимаем Enter);
3. вводим в командной строке: cd \Windows\system32 ; (переходим в папку system32)
4. вводим: regsvr32 /u wmphoto.dll (Regsvr32 — это служебная программа командной строки для регистрации и отмены регистрации элементов управления OLE, например ActiveX и библиотеки DLL в реестре Windows)
(проблема заключается в файле wmphoto.dll (Windows Media Photo Codec v6.0.6001.17009 (270KB) производитель: Microsoft Corporation)
параметр /u — отменяет регистрацию DLL) (почему-то выскочило окно: RegSvr32 "LoadLibrary("u/") failed - The specified module could not be found" [OK]);
5. вводим: rename wmphoto.dll wmphoto.dll.old (переименовываем файл);
6. теперь можно установить WIC ( http://www.microsoft.com/en-us/download/details.aspx?displaylang=en&id=32 Windows Imaging Component v1.0 Date Published: 11/23/2009 wic_x86_enu.exe (1.2MB) , для русской версии файл: wic_x86_rus.exe (1.2MB) (без него .NET Framework 4 не устанавливается);
7. перезагружаем компьютер;
8. теперь можно установить .NET Framework 4 ( https://www.microsoft.com/en-us/download/details.aspx?id=17718 Microsoft .NET Framework 4 (Standalone Installer) v4 Date Published: 2/21/2011 dotNetFx40_Full_x86_x64.exe (48.1MB))
9. после установки программа предложит установить последние обновления с сайта Microsoft - это уже по желанию;
10. теперь можно восстановить файл wmphoto.dll (v6.0.6001.17009 (270KB)) вместо него был установлен более старый WMPhoto.dll (v6.0.5840.16388 (270KB)(Windows Media Photo Codec производитель: Microsoft Corporation)
Start (Пуск) -> Run (Выполнить),
11. вызываем командую строку - вводим: cmd ;
12. вводим в командной строке: cd \Windows\system32 ;
13. вводим: regsvr32 /u WMPhoto.dll (отменяем регистрацию DLL) (получаем сообщение: RegSvr32 "DllUnregisterServer in WMPhoto.dll succeeded" [OK]);
14. вводим: rename WMPhoto.dll WMPhoto.dll.bak ;
15. вводим: rename wmphoto.dll.old wmphoto.dll ;
16. зарегистрируем эту более новую версию файла - вводим: regsvr32 wmphoto.dll (получаем сообщение: RegSvr32 "DllRegisterServer in wmphoto.dll succeeded" [OK]);
17. все установилось! перезагружаем компьютер.

Здравствуйте! Не подскажете что делать, удалил случайно NET Framework, теперь не могу установить, пытался удалить все версии программой и установить заново, поставил 2.0, 3.0, 3,5, дальше не идет,не получается, вот что пишет:

нажмите Win+R -> введите %Temp% ->
файл последний по дате изменения типа ................MSI_netfx_Full_x64.msi.txt

Или очистить эту папку, запустить установку .NET Framework и взять появившийся в этой папке подобного типа файлы.
